REMOVAL OF THE INVESTMENT QUOTA SYSTEM FOR QFII AND RQFII IN CHINA

On September 10, 2019, in a positive step for the accessibility of the China
domestic market, the State Administration of Foreign Exchange (SAFE) of China
announced the removal of the investment quota system for Qualified Foreign
Institutional Investors (QFII) and RMB Qualified Foreign Institutional Investors
(RQFII).

SAFE announced that it would revise the Regulations on Foreign Exchange
Administration of Domestic Securities Investment by Qualified Foreign
Institutional Investors to make it clear that the investment quota system for
individual qualified foreign investors would no longer be applicable. The
removal of the quota requirement is expected to go into effect after the new
regulations are released. SAFE additionally announced that it would lift the
limitations on countries and regions of RQFII.

domestic Chinese equity market to international institutional investors. MSCI
will review the new regulations when they are released and assess their impact
on investors' experience.

This development will not have any impact on the previously announced inclusion
path of China A shares in the MSCI Indexes, and only China A shares accessible
through the Stock Connect Program will remain eligible for inclusion.

In particular, the third step of the weight increase of China A shares in the
MSCI Emerging Markets (EM) Index will be implemented as previously announced.
Hence, as part of the November 2019 Semi-Annual Index Review, MSCI will increase
the Index Inclusion Factor (IIF) of all China A Large Cap shares, including
ChiNext Large Cap shares, in the MSCI EM Indexes from 0.15 to 0.20 and add China
A Mid Cap shares, including eligible ChiNext Mid Cap shares, with a 0.20 IIF.
